No she isn't going to "pass it down" to her genital area. lol If she has an outbreak on her genital area, it's cause she has herpes down there from either having sex with someone who has it or getting oral sex from someone who has it.

The Human Herpes Viruses I & II, also known as Herpes simplex or HSV, infect oro-genital areas in humans. HSV-1 infects primarily orolabial mucosa and is able to hide within the trigeminal ganglion, reappearing during times of physiological stress to produce the vesicular lesions of the orolabial region commonly known as "cold sores". HSV-II is a close relative of HSV-I, with greater tropism for the genital region. Both of these viruses can result in recurrent episodes of painful vesicles, which ulcerate and are associated with enlarged lymph nodes and even mild fever. Many of the episodes are preceeded by a prodrome of tringling and numbness in the affected region prior to onset of lesions.

Classically, HSV-I was known to infect the orolabial area while HSV-II had the genital area as its "domain". Clearly, each virus is more adept at infecting the different areas; however, recent findings blame as much as 20-30% of genital herpes on HSV-II, essentially destroying that classic view.

There is no cure for herpes, but the infection, when recurring, is mild and short-lived. However, primary infection can potentially present with significant systemic infection and even viral encephalitis, albeit rare. Prevention is key in order to minimize morbidity due to this virus. The best way is to minimize chance exposure to the virus. As such condoms should always be wore and abstinence from sexual activity during the prodrome & vesicular phases of the infection is highly recommended.

Although it is possible for your girlfriend to have auto-infected herself with HSV-I in the genital region, this is not the most likely scenario. With greater likelihood, she received both an oral & genital infection from the same partner or from two different partners with HSV-I and/or HSV-II. Alternatively, you could have played a role in that transmission.
Yes, your gf can indeed spread the oral form of herpes (HSV-1) to her genital area.

While outbreaks of oral herpes in the genitals are often not as severe/frequent as genital herpes, they do occur.
