How do i get rid of hand ezcema?

I got hand ezcema last year and its been such a bother. I have never had it ever but since it came last year it just hasnt gone away. When it flares up it will eventually go down in a week and then 2 days later boom- another falre up. It is red and itchy. I havent actually git it diagnosed because i went to the doc twice and they just dismissed it as some reaction and gave me hydrochortisone which just made it worse, so i gave up on them. But it hasnt gone away. Im getting really sick of it now, its red and looks like spots. Shouls i see a dermatologists? From what i have read on the net, it seems like its just ezcema, but it wont go away! please help!
