Sometimes people just have to grow up on their own and face their own problems. Neither you or your parents can fix your brother's issues. If he has already been in rehab without success, then let it go. Let him face his own problems and grow up on his own. You cannot fix everything in life no matter how much you want to.
one of these days someone will file a case against him and he will go to prison. That is the only place for his treatment

Your brother with all his bad habits does not deserve any sumpathy from you or your parents.Because of your concern he is taking more advantage. So chuck him out of your family and leave him to live on his own. Also advertise that whoever lend money to him will be doing so at their own risk and you people will not be responsible for any of his act. If he is creating any problem at home, lodge a complaint with the police and see to it that he be punished for his act. By doing so you will be doing a good to him because if he is put in law and order situation, he may mend his ways.He deserves no treatment at any centre.
I too knew a person in the same condition... He eventually died out of liver failure...
Your brother has reduced to an alcoholic... Alcohol has become a constituent of his blood... He can only be saved if he stays in a hospital for at least 3 months and get cured... Even district hospitals have this facility... You appear to be in good financial position... Admit him under a good physician and get him cured... lest it is a lost case… sorry to say…

Your and your parents should start doing meditation for half an hour in the morning and evening by realising your 'selves' under the guidance of an experienced spiritual teacher who does not charge anything for teaching the same. Over a period of time i.e. in two to three months, your brother would speak truth and won't be able to hide anything before you and your parents. After that when he expresses an interest in getting reformed, you can help him in doing meditation to enable him to become a normal person. All this should take nine months to an year. In another year, your brother should be a completely changed person if he continues to do meditation in the company of his parents and other siblings like you.
