How do I get rid of this problem? I need a quick solution, it's been to hot and I want to wear shorts!

Answers:
Use a thin coat of coconut oil. When your skin absorbs that coat, apply another and another. Continue this process until your knees lose their ashiness. Then you will need only do this right after your shower. and eventually you won't need it at all. Coconut oil is that good.
body butters work really well. you can get them at the body shop, but they are usually pretty expensive there. i have found them for less at target and big lots. they smell really good too!
Try using the Creamy Baby Oil,
it deep moisturises without being real greasy.
