As long as you don't have sensitive skin or eyes, I don't think you'll get an eye infection, but if your eye starts hurting/gets red/itchy or anything I would see your doctor.
I've read that you can use lipliner as an eyeliner if you're looking for new colors that only come in lipliner colors or if you're in a pinch.
Unlikely. Eyes are fairly resistant to infections, and lips aren't all that dirty. Don't do it if you have cold sores, though.
