I am not a doctor, but what you describe sounds like Vitiligo. A harmless skin condition, like the opposite of freckles: areas of skin with LACK of pigmentation. If you tan, the rest of the skin tans, leaving the "white spots" you are seeing. It is the condition Michael Jackson claimed to have when he bleached his skin. My sister had it in her teen years. A dermatologist offered a skin salve but I don't think it benefitted other than a placebo effect.
Again, I'm not a doctor, nor do I play one on TV, but if it IS Vitiligo, basically, stay out of the sun: the less you tan, the less noticable it will be. Regardless of what it is, you SHOULD go to a dermatologist: it's always better to be safe than sorry.
It sounds harmless, just try basic face washes. However, sometimes skin cancer can show up as small white spots or even clear spots. If they don't go away, see a doctor just to make sure.
