I'd like to call that condition being thoughtful and truly considering the question and the answer. On the other hand, maybe they're composing a shopping list for the first 9 1/2 minutes.

I think it would depend on the question.
Some people are unwilling to answer awkward, embarrassing, rude, or personal questions. They're too polite to tell you it's none of your business, or too scared to tell you the truth if it will upset you.
Some people just have a hard time making decisions. I can't always easilyl decide where to have lunch, or what color shoes to buy.
Some people may just not want to talk to you, for whatever reason. Maybe they're mad at you. Maybe they don't like you. Maybe they're in a bad mood.
Communication is a two-way process. Sometimes not answering a question is just a different method of communicating.
If you're truely looking for a word to describe round-about-talking, it's circumlution.
Auditory processing disorder. Is that what you mean? That can occur when there is a language impairment, cognitive delay, developmental delay, neurological disorder, etc.
