You tried benadryl creme applied topically or by mouth? I would take it by mouth and put hydrocorisone creme on the rash with ice like you are doing. If that doesn't help you can go to the doctor for some triamcinolone or even some prednisone by mouth if it is severe.

Try taking a shower to remove whatever the irritant is, then apply hydrocortizone cream to the area. We do this all the time with my daughter. However, if it does not go away in the next day or two, you should see a doctor for a real diagnosis and possibly prescription meds.
My best bet is Vicks, everyone has it, and it is cooling to the skin, just depends on how sensitive his skin is. Another favourite of mine is Lavender, this usually takes the itch out of my mosquito bits. Another house hold one is baking soda paste, or a baking soda bath, these usually help to calm the itching.
Rather than Benadryl cream, try oral Benadryl. The Benadryl will stop the reaction he's having, but any damage already done to the skin will have to heal. Creams will only make the condition worse. If it doesn't get better within the next day, though, you should see a doctor.
Benadryl TABLETS. And bath with Aveeno.
Go to urgent care! He may need antibiotics. In the mean time, he should keep cool and use the highest strength cortizone cream that you can find.
He'd better get to the doctor. They will most likely give him some type of steroid medication. Don't suffer! I hope he gets better soon!
