What are these unknown bumps that are covering my hands?

Lately, I've noticed these bumps popping up under the skin of my hands. They start off small but get larger if I don't pop them and they form clusters. When I pop them, a clear liquid comes out. They're very noticeable as they aren't smooth and the skin where they are is very dry. Two of my fingers are completely covered in them and nothing I do will permenantly get rid of them. I pop them, clean them with neosporin or rubbing alcohol but they won't stay gone for long. I haven't gone to the doctor yet but I'm wondering if it's an infection, a fungus, etc. Some people said they were blisters but didn't know why they appeared in the way the are; another said hives so I'm not sure.

It sounds like eczema. I would suggest seeing a dermatologist to confirm this, in the meantime hydrocortison will do the trick until you can get a stronger prescription from the Dr. Its nothing to be worried about, this is the most adult state of eczema (I have it too).
possibly warts? there are medical websites that you can input the simptoms and it can give you options on what it could be.

I had those also. It was mainly between my thumb and forefinger on one hand. It came and went for about a year. Finally a friend told me it was athletes foot fungus...yuck. I didn't check with my doc, so I don't know for sure.

I used athletes foot spray (liquid spray, not the powdery stuff) twice a day for about a week and it went away and has never come back. Look for athletes foot spray at your pharmacy.
It is definitely eczema. I have it on my fingers and I only get it during summer time really. I think the sun causes them to break out on my fingers and recently my toes. It does not bother me at all on my feet, but they itch the mess out of my hands. I use to use Hydro-cortisone cream on them but it did not work. I had to go to a dermatologist and have him write a Rx for a stronger cream. Even that does not work. You hear of so many methods people use to treat & prevent it like, whereing gloves when you wash dishes, but gloves made my hands sweat and that would have them itching even more. Again for me, I think it is the sun that triggers the breakout so I always put sunscreen on them and try to keep the sun off my hands.
