maybe because the scrotum doesnt produce oil.
Because that is how it should be. Unless you wet it with water...
dont know WHY but im sure u could moisturize them.
Does it mean your testicles? Maybe you got an std, or minor thrush. Try Triamcinolone Acetonide cream. It is an ointment cream that helps. Otherwise maybe Clotrimazole cream also might do the works.
