Why feet are so hard to itch?

Question:
You know while you are driving. And oooooh, your foot.
You wait for the red light, take off your shoe and
ahhhh you scratch. but then it won't go away...
the light turn green... you have to pull over...
and scratch some more... ahhh... seem like
you gotta dig through your skin to scratch...
you have to take your sock off to give it a good
scratch, it takes 3 minutes
to finally relieve yourself...
I am not talking about the bottom of the feet...
I am talking about the top part of the feet...

I don't know if it is fungus or what? But I hate that.

It seems to happen to me maybe once a month.

Why?

Answers:
that was the most descriptive question i've seen asked on here LOL. Idk, I can relatively easily scratch the tops of my feet with my nails... but i do notice they itch more than they should, if thats what you mean? For instance I got stung by two hornets at the same time, one on each foot, and they itched for like 2 weeks!
You should try foot powder.
