Hold it under the cold tap to make sure it is thoroughly clean. Then hold it above your heart to minimise blood flow. When dry, cover with a plaster. You could try using surgical tape to pull both sides of the cut together. If it won't stop bleeding, see your doctor.

Depends how big the cut it?
If it's a 'pin prick' then it should have stopped bleeding after 24 hours. You're either a heamophiliac or the cut is a lot bigger and deeper than you make out.
If it carries on bleeding and/or you lose feeling in your thumb or it changes colour and starts to smell get yourself to A+E quickish.
Sounds like you've got something in the cut, like a skelf. If you can open the cut up a bit, then run it under a flow of clean water, clean it with soap and water and let it heal in open air as much as possible. This should allow anything in the cut to rinse out. Otherwise your healing system should push it out itself, just a matter of time. Keep it clean by washing regularly in soap and water and cover the cut when doing dirty work to prevent infection.
ADDITIONAL: If there is a splinter in the cut you can buy Magnesium Sulphate from the chemist, it draws the bad stuff out.
There are a few options, first is to place neosporin or even peroxide on the cut to release any infections from occuring, bandaids on thumbs really don't stay put well, there is liquid bandage which you can paint on the cut- this may sting a bit at first but it seals it like liquid skin.
When it is healed some, try cocoa butter or aloe (any pharmacy or drug store carries this).
Key is to clean it prior to treating and covering, you don't want to seal in any infections.
(cocoa butter will also help prevent scarring when in mending process)
