Do the usual to lose weight - cut calories and exercise, but focus your exercises on your thighs - at the gym there are a couple of machines devoted to toning inner and outer thighs.
Change your diet and your lifestyle and get more exercise and take up some cardiovascular exercise. ;) Ah from one princess to another, running up and down the stairs, and using a rowing machine should tone u up.

DOupto 60-75 sit ups a day along with running at least 25 Min's a day . You'll have the desired results extreme cardio and squats! some people have naturally thick thighs (like me) so after losing weight in my thighs i could only tone them up. but be persistent.

Change your diet to a colourful fresh food diet, drink at least 2 litres of water a day, lose the crisps chocolate coke pies sweets etc. (have a little of each sparingly), get exercise regularly, this can just be a brisk half hour walk and take nutritional supplements.
running up and down the stairs for about 20-30 minutes will do the job AND tone your muscles. i've tried it and for me it's worked. good luck!
