You can’t choose where your body gets fat or loses fat, you just have to control your exercise, eating and metabolism.
I'm guessing you don't exercise much, or you haven't in a while. That means that your body has very little muscle, which has two effects. One is that any excess weight you have is fat, giving you the extra inches around your hips.
Since muscle burns calories 24 hours a day, this also means that your body doesn’t burn calories like it should. This can be a big deal as you get older, if you don’t watch what you eat, your body has to store the extra food energy as fat.
This is also an issue in college, where people are trying to deal with college life, job and studying, and the all you can eat cafeteria, not to mention late-night pizza and weekend beer. If you don’t exercise, you are increasing the food right when your metabolism slows, and the extra fat piles on.
Start slow, work up to exercising 4-5 times a week, for 30 minutes. Walking, biking, swimming are all great, and cheap! If you aren’t active to start out, then that will start building some muscle.
Keep a food diary. When you start, don't worry about counting fat or calories, just notice how much and what you are eating. Start learning what foods are good and bad. Just seeing it written down can be a surprise - you don't always notice how much you really eat when you eat it, but you sure notice when your jeans don't fit any more. Watching what you eat helps you stay focused and eat healthier.

Walk/Jog for 3 minutes, then go as fast as you can for 30 seconds - don't cheat; then walk/jog for 3 minutes, then go as fast as you can for another 30 seconds; repeat this cycle for 30 minutes; also do some light weight lifting with many reps; that is, find out your maximum weight you can lift with arms, legs, then to begin with, reduce in half, and then lift it 20 times, then repeat each weight exercise, 3 times. The speed training witll speed up your metabolism and the weight training will build lean muscle that will burn extra calories. See a doctor first if you feel that you need to know if your physically fit enough to begin an exercise regime
