The following healthy living recommendations will help you if your trying to lose weight, have aspirations of building lean muscle mass, are attempting to get a wash board stomach, or just want to feel better:

Avoid “High Glycemic Load Carbs” (sugar, pastries, desserts, refined starches such as breads, pasta, refined grains like white rice; high starch vegetables such as white potatoes) and drink lots of water.

sit ups. Less Simple Carbs. On thin people, simple carbs (breads, pastas, sugary fruits, sugar, etc) tend to accumulate in the abdomen.

Women aren't really suppose to have real flat stomachs. We need that for having babies and periods. That means you are healthy!
You can try sit ups. That's about the only thing I know of.
Your tiny you sound like you have a pretty shape! Don't pick on every little inch of your body. Just be happy with what ya got.

Pilates Pilates and then more Pilates. You'll start to see results after just a few sessions.I have a Denise Austin video, but there are others available I know. Some YMCAs and gyms offer classes too, I am sure. It's a mat workout, seems easy but ISN'T, lol.the exercises focus on your abs, all of them. Very effective! its easy do 50 sit ups twice a day every day and u will see a differense in a week
do you have an ottoman to lay on or a ball ? What might help you the most is leg lifts. probably help more if you're not laying on the floor. otherwise lift your knees to your stomach while you try to keep your feet parallel to the floor.
Also, while laying on your back, have your knees between your hips and belly button with your legs parallel to the floor, then drop your knees to each side trying to touch the floor.

Don't forget, your womb requires a minimum of space. Maybe you need to work with your anatomy and be happy that you're in good shape and health and look good ? Think so ?
Read your last question. Maybe it's not your lower tummy. Maybe you should gain 10 or 15 pounds in the rest of your body. That way, with your lower stomach still the same, it would look smaller. And to top it off, you'd probably be healthier because your body would be properly nourished.
