No that is hot true high blood pressure is sometimes cause by high levels of starch in a diet amongst other things and rice, pasta and potatoes are starch foods and are also high in carbohydrates.
Other Answers:
Some diabetics can have starches like rice, pasta and potatoes. Try eating a little of those and a while later, check your blood sugar, as long as it isn't rasing your blood sugar abnormally, it should be safe to eat in moderation. You should check with your doctor though and if you should be taking medication or insulin, you need to do that and check sugars three times a day.
Start with the doctor who diagnosed your problem.
yes you can but in moderation, your doctor should explaine to you about the food exchanges, lets say you are alowed 6 starch exchanges for a day, breakfast you eat 2 slices of toast that would be 2 exchanges.
I've included a link, check it out.
