is there a minimum time you should work out for it to be effective ?

i do toning excercises every morning for anywhere between 20-60 minutes.is that still good ? they're not INTENSE - just toning excercises for the spots i'd like to targets quickest.

You should have 20-25 min of something that gets your heart rate up.
Just doing toning is not enough.

If you just toning, then you're not helping your heart, and you're not burning the calories to reduce weight, and you're not building muscle... Otherwise, you're doing just fine.
30 minutes with an elevated heartrate.
