If you're trying to tone your body and your fiance is trying to build muscle, you both are doing your own versions correctly. He is most likely doing 12-15 reps per set and doing around 3 sets not including one or two warm up sets.
For toning I'd recommend the lighter weights and higher reps. Try 15 to 20 reps per set. You'll know you've got the right weight for your sets if your last couple of reps require more effort to complete. Make sure to rest for a moment between sets. Also, don't rush thru your reps. Really focus and feel what your muscles are doing.

I do whole body everyother day, gives muscles time to heal in between. My SO does upper body one day, lower the next day. Giving his muscles a day to heal between.
I am lifting weights to build muscle, muscle burns calories, women really don't get the bulky unless they use steroids and lift really heavy weights. I wold not worry too much about it.
Reps: I do 12 per set. And I pyramid. I start with as heavy as I can lift for as many times as I can lift, then I lower weight and continue process until I have hit 12 reps. Next set I stay at the lower weight. Low reps are 1-4, for very heavy weight and to gain size. Standard reps are 8-12, for all around work outs with middle range weights. High reps are 15-20, for light weight and toning, and for speed training.
