I work with kids. Go to Doctor first to have him give her a check up.

I am a Teacher, and let me tell you I have noticed that our American 12 years olds have patterns that need to change to achieve fitness.
The first, most important technique fro weight modification is to exercise every day. Bike, gym, gymnastics, time to find out what type of physical activity young sis loves, it's her time to find her joy in activity. And, at that age, once they start moving, they cannot stop.
Second most important thing. Note the type of overweight kid she is. Little muscle development and overweight, moderate overweight, or good developement of muscle needs moderate weight loss, etc, due to lack of exercise, or is it not good eating, or (hopefully not) medical.
Third, most important. Emphasize this is a health issue only, not a physical appearance thing. Young girls get low self esteem and then get caught in the weight loss hell cycle if they think it is only an appearance thing.
She is pretty as she is, perfect as she is, and we all love her as she is. Now it is time for her to love her body and life, but giving it the best exercise and nutrition.
I am a Male Geography Teacher, grade 6, and I know what I am talking about. Back her up- mind first, this is the most important time of her life. All her future self esteem actions will be based on who and what is helping her at this crucial age.
You do not want to create a person that is caught in the weight loss industry hell, or the "I wanna be thin-eat'n'barf" hell, or any of the not healthy directions that society offers girls.
Plus these unhealthy weight loss options create early, uncorrectable medical conditions for the future.
Nutrition, protein, vitamins mineral are key. You natural health food store is a library of resources.
Look and observe food type intake, and consult cutting edge, Yoga Type books and Healthy natural food intake. The body of one person is very different from the body of another.
I'll give you me as an example. I actually have no weight problems, but, I had lack of energy problems. I ditched the car and started bicycling everywhere. Now I am in prime shape and can do so much more. And, since I don't want to lose energy, I eat stuff that is non starch, eat say four smaller meals a day, and cut out the red meat.
I found out, for me, red meat slows me down for three days!
If I had a weight problem, those slow days would equal weight gain days.
I also don't eat sugar. Much clearer head. Much healthier feeling. Like a miracle. One source of sugar, Krispy Kreme donuts (l love donuts) will put weight on me. Worse, they make me feel, well, really bad.
A friend noticed this and asked me to stop eating sugar, I did, and then I got a clear head and energy. Well, one day, when I ate those nasty, sticky, donuts again, I had proof they were no good for me. I felt like hell.
Your young sister really needs to get to maximum physical fitness which includes exercise, selection of right foods and diet, timing of eating, and a good feeling about her life choices when she does these easy to do things.
One more, really important thing! 80% of all Americans are dehydrated, We drink soda, juice, caffeine, etc, many which cause water loss. Sis ought to drink lots and lots of water every day. Water is the great cleanser of the body. Find out how much pure H2O she needs for her body weight as it is now and have her carry that much water with every day. No soda, juice or diet cola is as good as plain, old free water.
I also find that kids though, like to buy soda, it's a group habit. So give her money to buy Evian or Perrier or whatever Branded Water with no additives. She'll dig it because she will feel like an "adult". Guaranteed!

Drink LOTS of water and walk 20-40 min a day, with her being so young the weight will just fall off of her. She also has to watch what she eats and what time of day. Try not eating anything after 8pm. If your craving take out food, try subway instead of McDonalds.
12 is awfully young to be trying to lose weight, plus as she gets older she will wear off that weight by mere activity.
Anyway, she could walk, run, play badminton, tennis, baseball, swim...along with eating less and taking vitamins....and spend less time in front of the computer monitor.

Get her involved in a health program..like work out center..there they will have someone to work with her to best suit her needs. Some of the hospitals have like a wellness program..that would be good. Or just go to a gym and play basketball everyday..this will get the blood flowing and burn calories.

don't harp on her about it , ask her to join you if you go walking ,, do exercises with her , let her think you want to lose the weight and ask her for help , then suggest that the 2 of you have a contest on who will last the longest at eating healthy and exercises
Simple: eat less, exercise more. It's tried and true, and more safe than any pill, surgery, or starvation.
A great plan is Weight Watchers-she can eat (the *right* foods) and still feel satisfied without overdoing it. I lost 30 lbs. on it.
She's 12 and still probaly has some baby fat. a "diet" at her age isn't a good idea, but eating healthy is good for everyone. She's not finished growing. Plenty of exercise is best. Unplug your tv and you computer and send her out in the yard. Go with her. she'll enjoy the quality time if you prove you have a real intrest in her.
If she's a junk food junkie remove the offending food and replace it with fruit and veggies. She's not going to like it but it will be a better choice. And cut out the fast food. It's convenient but it's also the leading cause of obesity in my opinion.
Give up drinking colas and drink more water. One cola a day can add fifteen pounds a year.
Also, eat chicken instead of read meat.
Excercise 3-5 times a week for at least half an hour.
LOOK... really for my experience... don ever put her into a diet... a diet at her age will bring a lot of eating disorders when she grows up... maybe if she gets involved into a sport... like soccer o swimming... something that she likes and that she doesn't relate with loosing weight... but something that she enjoys... so in a long term she will be healthy and thin...
