There isn't really any known way to lose weight from specific areas, or any magic pill or diet to do so. As far as "losing inches," it all depends on your body structure. If you have a large/wide frame you will not change that. If you have large hip/thigh/and bottom muscles, without fat then yes toning could make them smaller. However if it is fat, you would have to start a diet and exercise plan to lose the fat, and then see where your specific body loses weight. The best thing you can do is to begin a low fat/carb diet, watch your calories, and throw in some exercise. Find a diet/exercise plan that will give results and that you can maintain in the long run, otherwise you'll be asking this question again in 6 months.
