On a weight machine, should one go down to zero state or just above on each rep?

You definitely don't want to go all the way down (except at your last rep obviously). Not only can it hurt you, but if you bring the weight down with any momentum, the rebound (however small) will actually help you "cheat" on the way back up, resulting in less effort required of your muscles. Your muscles will miss out on the benefit from this small part of the range of motion.
You may or you may not, it depends on YOU. The important thing here is you attain the full range of movement and get the most stretch from the muscles involved. If achieving these 2 goals mean going down zero then go for it.
