Dude ideal weight for 5'2 is like 120. You're fine. Don't go crazy.
Go on a DIET and THATS IT. Just LIFT for strength. You'll lose the fat naturally. You're too young to do cardio (unless u have like 0 muscle and all fat)...but 128 you're only about 6-8 pounds over your recommended weight. If it doesnt go up and you LIFT you will lose it naturally.
Btw.20-30 mins on a treadmill won't help you unless you maintain your heart rate. Every morning before breakfast do 20 mins of abs to jumpstart your heart rate then spend NO MORE than 25 mins on the treadmill (but make sure your HEART rate is in the TARGET zone for FAT burn)
DO THIS ONLY 4-5 times a week not more. WEIGHT lift the rest of the days to MAINTAIN muscle or you'll get A LOT weaker(Trust me on that)
If you haven't done ANY cardio yet...you will lose like 5 pounds very fast (the water in your muscles/system)...in like the first week. Then after that you'll lose about 1-2 pounds a week. Btw stick to a 2000 calorie diet. Maybe 1600 but no less. Don't starve yourself. EAT 5 times a day. A breakfast, a snack, lunch at say 12ish...then snack at 2..then dinner at 5 and snack at 8ish

20 minutes on a tredmill will only burn about 200 calories. so.. 1/3 lbs per week.

With 20 minutes exercise a day a person your age, height and size will burn about 2300 Calories a day.
With a good diet, that means fresh fruit, grain bread, salad, vegetables and grilled meat, ... no take a way, no hamburgers or pizza, no french fries, no soda (not even diet soda) . I mean eating a healthy diet of around 1300 -1500 Calories, you should be able to maintain a Calorie deficit to reduce your body fat by 2 pounds a week.
Now, the interesting thing for you is this... since you are 13, the littel bit of extra body fat that you carry will be used in the next year or so to make you grow. You are just a cute little girl, in terms of considering your full development into a woman, and if you continue an exercie program for life.. that is 40 minutes of exercise 4 times a week plus a healthy diet of around 1800 -2000 calories, you will be one very hot sexy legged babe by the time you are 18 and you will be one very sexy confident business executive in your 40's.

the faster you lose it, the faster youll gain it back. try to lose no more than a pound a week. otherwise its unhealthy.
