There are three parts to your question:
1) When a person exercises their muscle grow, when you don't use them they atrophy or get smaller. If you stop running and choose not to exercise your muscles will atrophy.
2) I ran in High School and College and at some points in my career ran over 100 miles a week. Unfortunately after 2 knee surgeries due to pickup football I am not able to do much running. So I am a little familiar with your problem. When you stop running you will need to change your calorie intake. Running speeds up your metabolism and burns up calories causing your body to have a greater caloric demand. If you continue your eating habits as a non-runner you will definitely gain weight (fat) because your body does not need as many calories.
For me, when I had to quit running I gained about 35 lbs and 10 inches on my waist over a 4 year period. My problem was I continued with about the same calorie intake without the exercise. Fortunately, I have since adjusted my calorie intake (eating healthier) and have found a new exercise that does not hurt my knees (Tae Bo). I am now approximately the same weight and waist size I was as a runner (15 years ago).
3) How long it takes to lose the muscular legs, you will notice a difference in a couple weeks. As for getting fat, it will depend on how well you can scale down on your calorie intake after you quit running.
Every adult's metabolism slows as they get older. Thats why you see so many middle age fat people. Everyone has to learn how to scale down on the calories or they will gain fat mass.
if you stop you will lose the muscle. prob in a few weeks and you will gain fat. less muscle = slower metabolsim.
