actually for someone your age it's better to use very light weights and do lots of reps. see what's the heaviest you can push once and use a weight that's about 30% of it and do something like 25 reps X 3 times.
it might be better for someone your age to get a medicine ball and do medicine ball excersizes

it's better for you to do pushups and situps and pullups and squats rather than use weights at this stage.
my brother is a little older than u and he does 3 sets of 12. anyways i think that 10 or 12 pounds would be good for u to start out with.
Until you've mastered your own body weight, meaning you can hold yourself off the floor and completely horizontal, with nothing but your hands for support, dont buy weights. As you know, muscles need time to develop, at 13 your body hasnt finished growing. so for now, if i were you, id stay active, keep up the pushups, no less than 50 a set, the crunches( never sit ups as they are bad for the back) never less than 200 a set, and run a lot. youll notice the tone change and your muscles will get bigger with time, your race also has to do with the way your muscles develop. But, all in all, dont buy weights yet, and if you do, buy a bowflex, you can use it alone, without a spotter, and work out with half your body weight
You don't have to buy anything to get started, you can lift your body weight by doing dips with two kitchen chairs on each side of you. Do more pull-ups, and push up. Do them until you can't do them any longer. When you are ready, start with the 15 pound free weight. Do some curls to build your biceps. (Remember, "curls are for girls" the ladies really LOVE those big biceps!) Don't forget to work your triceps too, the tricep will push the bicep up and it will look bigger! Don't worry about how many sets to start, just work the muscles until they give out on you. Make sure you rest the day after your workout to let the muscle repair and build. Rest is very important when you want to build muscles.
