At what percent should you be working for to get your maximum target heart rate?

If you googled on how to calculate your target heart rate, it should have given you a way to calculate a range. I usually shoot for 70 - 80% intensity. You should start with a lower intensity and work up as you get used to the workout.
There is no set percentage. Some machines at the gym will modulate the resistance to get you up to your target heart rate. Some machines do that in 2 minutes while others take 7 minutes.

You should not be running at maximum target heart rate anyhow. I know for me personally I hit 18.5mph and 191 was my heart rate. That's the highest I have ever seen it.
I don't know what percent. But, take 200 and remove 1 BPM off from that for each year old you are, that should be your target heart rate during a cardio workout. Your resting heart rate should lower as you do more cardio, aim for around 60-70 BPM.
Cardio like jogging, running or elliptical machine. You should be sweating and really tired by the end of the 30-40 minutes. You cannot read a magazine or a book while doing cardio if you really wannt target your heart rate to get the benefit from your exercise. Hope this has helped you.
