Maybe its just your arms. If you're over weight than ask your parents to put you on a diet.
avoid doing push ups! (or arms exercise)
lift small weights, to tone up and loose excess fat on your arms. consider doing serveral sets of 10 during the day. you will gain muscle in no time!
do some exercises using you arms. the muscels will eventualy build up and give you less of the big-arm look.
start lifting a little weight with the dumbbells.
get gym membership do some running workout stay in shape do not be lazy its a must!
Well to be only 13yrs old and wanting to be smaller or skinner, it would take an extreme diet. Celebrities try the extreme diets, but look what it does to them. It's un-healthy. I would advice you stay like you are and be proud of your body.
try to eat more fruits and vegetable,dont drink milk<==it makes you fat!and most important of all if you have big bone so its natural to have big arms and if you have small bone dont to much weight lifting or push-ups<==little is fine but if you do too much your arm would look bigger cause of the muscle increasing!hope it helps
