I'm 5'3" and 113 lbs. Ive always been skinny, how can i get a bigger butt and toned legs and arms?

weights and excercise, you dont have to lift a lot but enough to work your muscles so they grow, also running, eat healthy
You could go working out at the gym like 4x a week. Thats what helped me become more stronger.

Try lifting weights squats and lunges work your legs, and butt and there are tons of arm exercises.
Actually your weight is average for your height.
100 pounds for 5 feet
5 pounds for every inch after that

100+3(5)= 115

But you can eat more food with protein and work out. The spot reduction doesnt work. Work out your whole body for best results.

do pilates..u can google it..alot of celebrities like beyonce do pilates and that why they have nice toned legs..
you will definitely have to lift weights, that is a must to build muscle. you will also have to progressively lift heavier. 3 sets of about 10 to 12 reps. your last 2 reps should be hard to complete. once they become easier to do (probably in a week or two) increase the wieght so that those last 2 reps are hard to do.

some specific exercises -
for legs:
dead lifts
squats
lunges
leg press
leg extension
leg curls

arms:
barbell curls - if your wrists can't handle the angle try using an ez-bar.
dumbbell curls
tricep - pull down or arm extensions (this is with a machine with a attachment like a rope or straight bar).
skull crushers (might have to look up this one up on the net. its has different names).

those are just a few. so depending on what you have available, you'll have to adjust.

you can work in phases:
muscle building phase (over a couple months), then cutting/toning phase.

its pretty hard to do both building muscle and toning at the sametime.it is possible, just difficult.
