I don't advise it, you might start burning muscle since your body has been starved for 10 hours or so. I suggest having a light meal before running, and 1 hour seems too much. You'll get better results running for 30 minutes at moderate intensity.

have you consulted a dietitian?i really suggest you go to a dietitian to have a proper diet done for you. I think intense exercise like running for 1 hour requires you to have at least eaten something 1 hour before the activity or else you're going to burn out. you can also drink gatorade or any energy drink to prevent dehydration. restricting your calorie might help you lose weight but it should be realistic for you or else you're just going to go back to your old diet. gudluk.
