SInce women collect fat on their legs first, it's usually the last place they take it off. So after the fat is taken off of the other body parts (if there is any there) it will come off of the thighs.
Toning your muscle is only going to happen by doing exercises the correct way. Not only do you want to do about 5 sets of 20 reps or so per exercise (do about 2-3 exercises for your body part), but you want to make sure that your form is perfect! For example, if gravity is helping you move the weight or momentum, your form is not perfect, and you're not working your muscle.
Now lets say you have your muscle all toned (BTW, you have to have muscle to tone...so you have to do some heavy weights at the beginning) Now you need to do cardio to burn the fat to show the muscle. Make sense? And there is a science to doing the cardio as well: if you can do it first thing in the morning before you have eaten you will burn more calories but if not, at least give yourself 45 mins after you have eaten or longer so your body doesn't just burn what you've just eaten, it will burn fat after the fasting period.
And finally is the diet. What you eat is important. Not only the amount of calories but the type of calories as well. If you're eating processed foods, your body can't use it to do anything "natural". If you're eating all "good" calories but burning less than you're eating, you'll be storing the rest, so you need to cut back on what you're eating. Eat 5 small meals every 3 hours or so if possible.
