I've never heard it termed that way before but genetics certainly play a part in determining athletic ability. However, for a person to become good at a sport it does not really matter how quickly they get good but IF they get good. For example, at first some people don't respond very quickly to training but over time they become very good athletes because their upper limit is very high. Conversely some people respond very quickly to initial training but then level off and find it hard to progress any further.
