Will lifting weights help slim my arms down or just make them bigger ?

it depends if your pushing your muscles with weights that take alot of energy to lift your arms will get bigger if you life 2 pound weights they will slim your arms
There is no such thing as spot reducing a certain area. But, you can TONE up your arms, depending on how large/flabby they are (not sure which is your issue. Lifting weights, not too heavy weights, tones and makes them tighter, not smaller though. You have to lose overall fat and then tone up to see a difference. The only way to rid yourself of extreme flab is surgery (I know, I had it !) I lost a lot of weight and had very droopy arms so I had them done ! You still have to keep them toned though.it only takes away extra skin, not fat.
It will tone up the flab .
to get more toned arms then bigger arms you do less weight more reps, if you have more weight then youll bulk up
