Fat distributing to thighs/buttocks but no breasts? (female) Explanation?


Question:
I'm 15 turning 16 soon... I find it odd how all the fat seems to head towards the lower half of my body (buttocks, thighs) whereas the abdomen remains tiny (AA or A cup breasts and waistline 65cm). I am fit, 170cm tall (5'7") and have a BMI of 20.4. I basically have a very unproportional hourglass shaped body. Is there an explanation of why this is occuring?

Estrogen will cause generalized body fat deposition.a deficit in prolactin will lead not developing breasts.but most likely u just need to give it time

It's usually a hereditary factor. My mother is more bottom heavy, so is my older sister and so am I. They have a bit larger breasts than I have but they are also heavier than me too. I have small breasts though-A cup-if the bra is made small, ha! ha! I just try to keep a check on my diet and exercise program and focus more on lower body cardio and strength training exercises to keep my hips and thighs in better proportion. I just tell people that when it came to my breasts that I took after my dad!
