Is it possible to buff up with two 3kg dumbells?

It is possible to get defined muscles. But not huge ones as in like what the body builders have. Your muscles will be easy to see but not really big if that makes sense. Small dumbells stimulate your muscles and thus make them defined but do not tear them enough for huge muscles to grow.

For buffing up, you need to work out your max lift and use dumbells that are 80 percent of that weight. You should be able to do 8 to 12 reps of this weight with considerable strain.
You must eat a lot of calories aswell if you want to be buff but do not worry it will not make you fat.
The more muscle your body has, the more calories your body burns, even at rest. Many people are afraid of getting huge due to weight lifting. This is meaningless. You will NOT gain a lot of mass if you're not taking in a lot of calories as well. Also keep in mind that most of the huge people you see on TV or in print achieve that state by going on high protein and high carb diets. They increase their calorie intake specifically to bulk up. So the fear of bulking up should NOT be a reason to not lift weights. As a rule of thumb, the larger the muscle the more energy it will burn to sustain itself. Therefore the most effective muscle groups to work for fat loss are large muscle groups: thighs and hamstrings, the back, and the chest. You can also lift your body weight without going to a gym, through push ups, sit ups, chin ups, etc.
i get big just from pure cardio workout, and cardio is suppose to help u lose weight and last longer. so yess u could
no go to a gym and use heavier weights that will help you get bigger muscles put it this way i bench press 350 at a time.
No way. My grama wouldn't even get sore doing reps with 3 kg. (Ok maybe she would) Anyway, you said you wanna "buff up" with 3kgs?...no way Jose. Take those things an use them as paper weights. You need to hit the gym and lift heavy. If you're a guy in your twenties of thirties, then you should focuse on your chest, back and arms to buff up. Once you're bench pressing your own weight, then you can start considering how to buff up. Of course start with low resistance training, but work your way up to about 10kgs for bicepts. You'll start seeing a lot of improvement from there.
