you're going to have to cut those calories. It's not hard. Just eat more fruits and veggies and cut out soda and chips. Keep up the good work on the exercising. Look into some different exercises: leg lifts, side crunches, back lifts, etc. But to lay it out flat all the exercising in the world isn't going to give you a flat stomach if you hang onto the flab.

1st start with what I call push aways. Eat your meals slowly and to a point where you START to feel comfortable with what you have eaten. Don't eat at a scheduled time, eat when you feel hungry (not bored or by the clock). I drink a glass of water or two while preparing my food.
2nd: Don't give up on exercise. If you are concentrating on a flat stomach, keep going with the crunches, and work in a few other torso working exercises. To work your sides which will help your stomach, lay in your crunch position, place your right foot over your left leg and while doing your crunch, twist your body to the right. Change over and go again. Another I like is while in a standing position and arms to your chest (fists under your chin) bend forward at the same time bringing a leg up and touching the elbow on the opposite side to your knee. Alternate direction each time you bend. Concentrate on keeping those abs tight while conducting each exercise. And breathing is very important too.
Drink plenty of water, do not wait more than 2 minutes between exercises or reps.
I have a very nice stomach, and I never used weights once. What weights do is make u muscular. They make your outside muscles prominent but don't really help the muscles you can't see. What you want is to be toned, which is really cute on girls, i must say. What I do to keep my stomach in shape are cheer leading exercises. I used to be a cheerleader in high school, and the exercises we did were awesome. To do these exercises you don't have to have any prior cheer leading experience, and you don't have to be flexible.

P.S. Be careful about your diet because exercising is pointless if your not eating right. Try staying away from starches.
