Cutting down on my fat?

I don't know why, but my fat hasn't been distributed very well. My legs have barely any fat, but my thighs have alot of fat, and same with the belly. My arms are very skinny with like no fat, but thats a problem since i can't convert anything into muscle when i only have muscle with no fat, and I look like a rail with the skinny arms and legs, even if its muscle. All my fat usually goes from the belly to the thighs, but I want it to distribute properly. Anyone know how? I exercise 30 minutes a day regularly (running or an hour of tennis), I eat healthy (I watch my calories+avoid unhealthy things and try to keep a balance), and everything else to stay healthy. What can I do?

try lifting weights and working out on your problem areas.
do some leg excersices. get some protiens shakes or vitamens to get more muscle
Maybe you need to do more diverse workouts cause since you only do certain workouts they might just take fat away from certain areas so mix it up. Work out your obliques and quadriceps too.
