URGENT i need to lose weight?


Question:
i need to lose weight, but when i try to diet the weight only comes off of my waist(which is already thin enough) but none comes off of my thighs. anyone know of a very quick, easy and completely free diet plan that i can download online for free. also my weight is 145 pounds, i am 5ft 5" and i am 13 and 5 months old. am i fat? I think it might be muscle but it doesn't look like it. please help me!
