I am 5 feet with 32-28-38 measurements but my thighs are 23 inches. I Feel that this is too large but I've always had large thighs. What are some excersises that i can do to tone them up?

That probably isn't as big as you think, most woman have a lot of fat on their thighs. But try some lunges ad squats and stuff.
my thighs are fat too. running is the best for your thighs.
