Im only 16 but i want to gain muscles in my arms. what should i do?

Lift weights.
Well you should do arm exercises. I would recomend curls/forearm curls. also there is this sweet excercise that I kind of made up but I'm probably not the first to do it. It's the same as benching but flip your hands like you are doing a pull up. this will work you triceps
do push ups
does your school have a powerlifting team? if so try joining that sport its fun and good competition!

Sixteen? Check it out with a trainer, someone who knows what she or he is doing. Make sure you are okay to do it, I mean, that your body can medically handle gaining muscle mass so that it does not disrupt some kind of normal and natural developments.
