Spot reduction is a myth so no. If your legs are "huge" due to fat, you have to basically burn fat. If its due to muscle, just sit there and let muscle atrophy take its course. If it's due to big bones, I have nothing to due other than suggest very painful surgery.
The easiest and funnest thing to do is walking. Just take a 30 minute walk everyday with your ipod or dog or whatever. Do it by the beach or in the woods..just make it enjoyable. Oh, and you should also watch the carbs and fat intake. Eat more fruit and veggies.

1. Define huge. How heavy are you?
2. Are you huge overall but have problem hiding your legs? Because if your overall shape is huge, then you might want to consider losing overall weight before targeting your legs.
As for me, after I lost 6kgs in 7 weeks on a simple plan, my hips and thighs started to lose inches even though the weight plateaued. But you'll need to work with the plan. Let me know when you are serious and I'll coach you slowly.
You're young enough it's possible that the rest of your body hasn't caught up proportion-wise.
However, if your body type is bottom-heavy, then you will be bottom-heavy no matter what size you are. The only way you can make them slim down to some degree is if you are overweight and have weight to lose. But you will still be larger on the bottom than on top. If you find this is the case, the best thing you can do is pick up some books at the library that tell you how to dress for your figure type (What Not to Wear, The Pocket Stylist).
You can NOT target where you lose weight. The only thing you can do is eat a healthy diet and do exercises that use your muscles (toned muscles are more shapely). Women DO NOT bulk up unless they have a serious hormone problem. You need both aerobic and anaerobic exercise.
Just make sure you get some physical activity every day, and eat sensibly. Maintain a healthy weight, and keep your body fat at a reasonable level. No one exercise is going to "fix" your legs.
"Pear" is the most common female body type. No worries! If you were an apple, you'd have no waist, and if you were a triangle, you'd be worried about your linebacker shoulders and sore back from big boobs.
