It is either a hernia or a hernia in progress. Both the intestine and the fatty pad of the abdomen can protrude through the belly button, making it an outie. Either way, it's a fairly simple repair to do. In most cases, it can be done as a day surgery. That means surgery in the early morning, home in your bed that night. They make the incision through the belly button, put things back where they belong, put in a patch or plug, and redo the belly button. You are slow pokey for a couple days, they take the stitches out in a week, and you are good to go with a newly redesigned "innie". The sooner you have it repaired, the easier it goes. If it's just the fatty pad protruding, they don't even have to actually go into the abdomen to repair it. You don't want to wait until it is definitely intestine, as that can strangulate and die- and that repair is an emergency which takes longer to recouperate from. Just go see the doctor for a referral to a general surgeon. As I said, it's a pretty easy repair- about 45 minutes in the surgery, using the IV to put you to sleep. You wake up in recovery, and when you can drink and move about, you will go back to your room. Depending on the hospital, you may even get offered a light lunch. As soon as you are on your feet, and go to the bathroom, and prove you can hold down liquids, you are released to be taken home. It will mean about a week off work, though I have known a few to go back to a desk job in about 3 days. I don't recommend it, a week is more sensible- but it depends on how fast you bounce back and what your job is. You do have to restrict weight lifting for about 6 weeks, to less than 15 pounds as a rule, but otherwise, you can drive and do whatever inside a week.

I have one of those, only about 1/2", but i used to have an 'innie'. I saw my Dr. for another reason and mentioned it. He said it was an umbilical hernia (as I had suspected).
He told me that when they're small, like mine, or really big, they aren't dangerous or anything.
In between small and big, though, a loop of intestine can get trapped in them ('incarcerated' is the medical term) and it's circulation can get cut off and it can get gangrenous. Before that, he said, it will hurt like hell and you'll bring it in to show me.
