Basically what is in that area is fat. When you exercise, you cannot target one area when it comes to reducing fat (like you can with gaining muscle). So, you will need to do cardio such as swimming, running, walking, jump rope, aerobics etc.
Fat will come off your whole body, this means its slower to show on those areas, but hey, slim all over!
stepper for thighs, hips, butt .
how do i know? - experience.
the other exercises listed in the other answer are good too.
lunges - one foot forward and bend that knee putting most ur weight onit. do a few reps. then do the same on the other leg.
squats - stand straight and then go down as if u were sitting on a chair. do as many as u can.
stepper - stepper is extremely effective( speaking from experience)
treadmill- put it on incline and do an uphll climb. gret for legs, butt.
aerobics- get some dvds or videos from ur local library. newer ones are better.
tummy-
both feet on the ground, hands behind ur neck bring ur self up slowly and back down.
do a couple of reps.
now do this with ur right elbow touching ur right knee first.
repeat and do the same with ur left side.
this was for ur upper abs.
lie fully straight on the ground.
both feet straight, slowly bring them up and back down.
do reps.
now do the same thing with ur feet pointing slightly to ur right.
same slightly pointing to ur left.
this targets ur lower abs, right lower abs ,left lower abs.
there are also exercise belts available that use electrical shocks, very small and harmless to cause muscular twitches on ur stomach. some people swear by itbut health experts are not too excited by it.
if u are going to a gym, there are a variety of machines perfect for leg exercises. u won't even need to ask. just observe someone doing it for a while.

well millisa as we chated before u got to do 200 crunches a day and jog atleat 1 mile for ure hips tht i doubt ull do
