This is totally not true. While it does take a long time to digest beef, it does not stay in your body for weeks or years. It does not rot in your colon, either. Assuming you have a healthy digestive system.

I believe, one key to good eating habits is NOT to eat something that has a very short digestion time (fruit) AFTER you have eaten something with a long digestion time (meat). The digestion of the fruit is impeded from it's naturally short digestion time because of the meat. It is best to always eat fruit on an empty stomach, so it can be processed by the body in it's naturally short degestion time. You should NEVER eat fruit after a meal, as a dessert.
