According to me the best way to tone your arms is to use free weights this is because they stimulate your fibers. More than the machines you find in the gym.

1. One of the most common areas women store fat is in their upper body. The following set of exercises focuses on toning your shoulders, chest and arms, and involves using weights. If you are working out at a gym, you can use a light body bar or medium sized hand weights. However, if you exercise from home, two tins from the cupboard can substitute well for weights.
Before any kind of exercise, it is important to warm up your body for about 5-10 minutes. If you are at the gym, either use the stepping machine, the stationary bike, or walk on the treadmill. If you are exercising at home, marching on the spot will do the trick. Remember, technique and posture are important in every exercise, as is starting with light weights, in order to not overdo it.

Start with 'biceps curls' (for the front of your arm), using either the bar, weights or tins. Stand up tall with your arms down by your sides and your palms facing away from you. Then, bring your arms back to starting position. Do three sets of 10 repetitions.
For the backs of your arms - your triceps - try 'triceps dips'. Sit on the floor and put your arms behind you, with the palms of your hands on the floor and your fingers pointing towards your bum. Make sure you're sitting up straight and your abs are tight. Slowly bend at the elbows, so you dip down as far as possible without rounding your back, then straighten your arms up again to push back up. Do three sets of 10 repetitions. Good luck.

I would guess that if you had skinny arms before and now you don't, you must be eating either too much sugar or saturated fat this combined with lack of exercise is the fastest way to put on weight.

Use weights. People tend to think lifting weights will bulk you up but if you use a low weight say about 5-8 lbs (or less if thats too much for you to start with) and do lots of reps, it will slim and define your arms. Don't go too heavy it will build muscle and all you want to do is tone. When your muscles are toned it will still be burning the fats/calaries to get energy for the muscle even when your not exercising. Good Luck!
PS I would not recommend and type of diet pill. They may work for a whuile buit you always gain the weight back. Diet and exercise is the best way to go. The results are lasting.
