How to develop a 6 pack?

exercise more. How long? Depends on how much you exercise and what exercises you do.
Ab's are the toughest to develop... you are not far from the 6 pack. keep working on them, I would do ab workouts every night 6 days a week, take 1 day off to re-cover. eat alot of protein too and exercise doing cardio to keep all fat off of you... I would say with alot of hard work you could have a 6 pack in 4-6 weeks.

The best way to keep and gain a six pack, is to be active with your abs. Do a lot of painful work outs to get fast results and then keep it that way with constant work outs.
The best way to get a 6 pack, is to eat healthy. Do a load of aerobic work to burn the top layer of fat, and to do loads and loads and loads of sit ups.
The lower part of the stomach is the toughest to lose. you already look pretty thin. Normally I would tell people diet correctly (which is normally the truth) I would tell you to build the muscle in that area. Start doing side crunches with Heavy weight. Also, doing the roman chair with weight. To get big muscle you need to use big weight. This goes for abs as well.
The biggest issue I see in the gym is, people who should be focusing on diet are focusing on heavy weight workouts. All they end up doing is building muscle under fat. Which is not your problem.
Lie on your back like you would crunches, knees bent, then let your knees fall to either side. Resume the Crunches, BUT, tighter the hell out of your stomach. By #6 or #7 IT WILL START TO BURN on the side, opposite where your knees face. Relax your stomach muscles on the way down and breath and as soon as you go up, squeeze like a mutha.
Fat doesnt turn into muscle, muscle doesnt turn into fat, fat just overlies the muscle, reduce the fat and if you do all your stomach routine it will show. Drink alot and eat less, but break down the eating into 5 times a day. Same quantity as you normally do, just instead of 3 times a day, divide it into 5 times. When you get that Hunger Burn, do crunches, sit ups, THATS when you know your muscles are at its strongest reaching for fuel, then drink alot of water (70% of your body is water anything extra the human body has to rid itself of excess), until you can eat.

Also NEVER eat anything and then go to bed.
do lots of different things make sure you are moving side to side when you do cunches to make them defined and suck your gut in it will get rid of fat on your abs

Try pilates. You need to work out your abs. Pilates is great for that. You can easily move up levels.
Pilates focuses on your core (abs, lower back, and hip flexors). I've seen great results from it.
