To tone up your abs you need to do crunches and lots of them. Do what you can at the beginning, aim to eventually do several hundred a day. Trust me, it's not as bad or big as it sounds. You can have the strongest abs in the world but if you have a layer of fat over top them, you won't see them. If you're lean then don't worry about it. If you're not then you'll need to do a lot of cardio to get rid of the belly fat.
To gain muscle on your arms and legs, you need to do some kind of resistance exercises. Lunges and squats are good for your legs, calf raises are good for your calves. For your arms, try using dumbbells or resistance bands. I would suggest bicep curls, wrist curls & tricep extentions for these.
Be careful that you don't overwork the muscles. Whatever exercises you do give it at least 1 day between sets to rest the muscle otherwise you run the risk of overtraining.
As for food, you need protein as this builds muscle. You might cut some carbs, but don't eliminate them. Carbs are important, carbs are good for you but too much carbs are bad. I would suggest you cut the junk and only eat clean.

do alot of squats and lunges. try watching denise austin in the morning at 7 on lifetime she's great at target toning workouts. oh try kicking boxing moves and try really stretching those hamstrings. as for food im at a loss.
Eat food with protein in them...red meats, chicken, peanut butter, tuna...that will help you build muscle while you work out.
don't forget about your calories though. You'll need them to sustain you during and after your workout.
Up your protein intake and lift semi-heavy weights.
If you are looking to put on muscle you are going to have to lift weights. i.e. suats and weighted lunges.
If you want to tone your abs do leg raises until you can't move. It not only targes your lower abe but also your hip flexors and gives that sexy bikini line definition.
