All depends on how many calories you burn while being inactive.
Me, for instance, I burn roughly 2,000 calories when I'm inactive all day. Thus if I consume 1,500 calories in a day, I'd loose weight. When you exercise, you'll burn more calories. So, yes, you can loose weight simply by eating less.
But, and I'm terribly sorry to sound so cliche, the best weight loss comes from a healthy diet, AND exercise.
If you take in less calories it makes sense that you'd lose, but I've heared that no, you will not. Exercise is necessary

You will still lose weight since your caloric intake is going down, but this will only work up until a certain point. Eventually, your body will plateau, or you would have to cut more food which can be unhealthy. I think you have to look at the reasons why you are overweight. If you already eat a healthy diet, then cutting out food won't help make you healthier. Also, although cutting food might make you lighter, you will not be toning your muscles so depending on your fitness goals, you might not be satisfied with the results.
If you eat less but don't exercise, your body will switch to a "conserve fat" mode, because it is programmed to interpret less food as a starvation period, and will therefore try to hoard its fat. Exercise will kick your body into higher gear & make it burn fat rather than conserve it. It also depends on how overweight you are to start with & how excessive your caloric intake is before you reduce your intake. There's a lot of research to be found on this - do it! You can be thin but still flabby and unattractive without exercise. Exercise builds muscle, which is better than skinny.
