Answers:
Push-ups, lots and lots of push-ups.
If you watch a lot of TV, do a set amount of push-ups for every commercial break.
Diamonds, elevated, standard, one handed, all of that good stuff.
If you don't want to bench press, do dips or dumb bell presses.
The body builder's diet also might contribute to flabby pecs if your not lifting a lot, because all that left over stuff just becomes fat.
Also, lots of aerobic exercise is good for toning your overall body down, so start running, jumping rope, anything that gets your heart rate up, and your pant waist down, haha.
You can vary the bench press, incline press for the upper chest, regular press for the mid chest and decline bench for the lower chest, if your bench dosent decline, most dont, put a couple 2X4's under the front to lift the bench and tilt it so you are declined.
If you are taking anabolic steroids, cut them out or lower your dosage. Excess testosterone aromatizes into estrogen and can cause gynecomastia (man-boobs) in men.

If you aren't taking steroids, I apologize for the assumption. Sorry to tell you, there is no exercise that will burn fat in specific areas. You will need to get lean all over. The best way I've found is the Atkins plan coupled with 1 hour+ long fat-burning routines on treadmills and eliptical trainers.
To build up your chest:
Pectoral Flys
Incline bench press
Decline bench press
To name a few..

To lose weight in your chest, unless its genetic and you cant, you have to do cardio. Good luck
