10 - 15 lbs?

I think you need at least 1200 calories or you'll go into a stress state which will actually slow your metabolism. Do aerobics for 30 min. 3x a week, do strength training for 45 min to 60 min. 3x a week, and eat lots of protein, veggies, and fruits. You will probably lose up to five pounds the first week, then one or two each week after that.
Yes. You probably would drop ten lbs. Though you'd have to have very good discipline to gradually increase your calories to normal requirements so that you can establish the new weight setpoint and not gain it back.
That isn't a healthy calorie value. Women shouldn't have less than 1200 and men less than 1500. Water, while great to drink, should also be combined with milk which helps keep bones strong.
As for weight loss, monitor your diet for 3 days, keeping track of it and then add up the calories...subtract 500 and (As long as that is above 1200) stick to that value. At that rate, you would lose about a pound a week so in 21 days you would lose 3 pounds...
Healthy weight loss should be 1-2 pounds per week so try not to overshoot that.
Finally, check out the BMI calculator most appropriate for your age since you are still in the healthy range and you don't want to become underweight.
