Water weight is the amount your body weighs from water.
Some people can lose quite a bit of weight when drinking more water throughout the day, because instead of their body storing it, it will use it.
When you don't drink enough water, your body will store it because it doesn't know when it will get it next. By drinking water often, you train your body to trust you that it is being hydrated just like by eating 6 small meals a day you train your body to trust you that it is being nourished.

It's amazing how much water weighs! A gallon of water weighs 8 pounds, and a pint of water (16 ounces) weighs 1 pound (in metric, 1 liter of water weighs 1 kilogram). This means that if you drink a 1-liter bottle of soda, you instantly gain 1 kilogram (2.2 pounds) from the water! That's a big weight change, and it can happen very quickly.
If you are dehydrated (not drinking enough or are eating too much salt or processed/canned foods), then your body retains water in it's cells, causing you to bloat. This also happens around or during your period or sometimes during mid-cycle (ovulation).
To help mimimize the bloating, you can drink lots of water and eat fruits and veggies that have a high water content. Some people also take water pills in addition.
Also, some people will sit in a steam room or exercise to sweat out the extra retained water... but this should just make you further dehydrated and gain it back.. so i dunno. Maybe if you do that, it'll sweat out the retained water and then as long as you stay hydrated afterwards, you won't re-retain it.
