Yeah, running shoes or a pool pass. The two best fitness exercises are running and swimming. Most of those exercise things that you can buy are just gimmicks. Nothing can replace hard work. There are no shortcuts. It's you against yourself.
Running. Running is free and effective. Also, weight are pretty cheap. Lean muscle increases your metabolism so if you switch your exercise plan between cardio and wieght training, you should do a great job of losing weight and getting toned.

Nordic track; get a used one. I highly recommend the "classic pro skier," extremely effective, if you use it right. You have to push yourself. The skiing motion on the Nordic Track won't damage your hips and knees nearly as much. You won't notice it while you're young, but when you get older, you'll pay for the running. Think hip replacement, and find lower impact workouts. Check ebay, or Craig's list if you're in the US. Careful on ebay, lots of thieves. (The link on craigslist is just an example--it's in Dover, NH, so it almost certainly won't be local for you. The ad probably won't stay up for more than a couple of days, either.)
Based on my experience Rope-Jumping is the ULTIMATE exercise and a decent jump rope will cost you around $10.

Along with some weight-lifting, together, they represents the best combination. Alternating your jumping sessions with walking/jogging once a week, is a good idea too. You need some leg strength to enjoy the jumping so it is good to walk and jog for sometime to develop enough strength and fitness.
You can get very effective high quality running shoes for less than $100.
